Last week, Costa Rica’s Congress approved the legalization of medicinal cannabis, overcoming the opposition from conservative groups and President Carlos Alvarado, who has yet to ratify the law. If President Alvarado vetoes the law, then lawmakers would have to vote on it again and approve it with a qualified majority.
The legalization of cannabis for medicinal purposes permits the production and processing of the substance only, barring any regulation for recreational use.
Independent lawmaker Zoila Volio supports the change and sees Congress’ approval as a milestone. She firmly believes that the approval of medicinal cannabis will not result in increased drug use in Costa Rica.
“I trust that President Alvarado has understood that and will not veto it,” Volio adds.
